Assuming my friend is traveling with a large cooler, a corned beef and tongue on club from Katz's with a very sour pickle, pistachio rice pudding from Rice to Riches, a piece of lemon meringue pie from the Brooklyn Diner, a marble rye, black and white cookies, a seven layer cake and butter cookies from a Boro Park bakery, a pretzel from a street vendor and a creme brulee from LCB Brasserie, large order of fries with blue cheese and garlic from Pommes Frites on Second Avenue, pizza with sun dried tomatoes and garlic from Di Fara's Pizza and an egg cream. Just some of the reasons I'll never leave New York.

Well, "I ♥ New York" merchandise is EVERYWHERE in New York City, of course, but finding a "hoodie" specifically might be a tiny bit harder to find. I would suggest that you just go into EVERY souvenir shop you pass, and there will be a LOT of them, until you find a hoodie, and I'm sure it won't take long at all, you just might not find it in the first place you go to, but certainly the second or third, no problem! Of course, if all else fails, you could always buy one online and just SAY you got it in New York City (see link, below). We won't tell on you, we promise! ;-)

Normally I would say shoes. NY is great shopping at any price range. Not just the super expensive ones...no one I know buys $400 shoes.
For good/inexpensive shoes hit 34th street (Macy's is there along with many other shops) Or, if you want more of the city experience and much more bang for your buck, go downtown to Canal street and go to Pearl River Mart. You can buy ANYTHING on Canal.
If she's there on a weekend, the Chelsea flea market is great too. As is the Hells Kitchen area flea market.
Personally I like weird little souvenirs from places I visit as the usual t shirts and crap is badly made...well, crap.
