probably a time and a place, but its not the end result, its the blatent breaking of the the law.

why don't these artists approach their councils and ask permission ?
answer : wheres the excitement in that, whos going to pay for the materials, what statement of rebellion have i made now. policemen and women only do a job they don't make the rules, if the whole thing was legal there would be less vandals and more individuals expressing themselves.

They probably think they are very talented and all, with the painting and drawing stuff they do. They even employ them as sketch artists.

If that isnt the answer you're after.. try asking the question again so it makes sense.

They probaly think they do graffiti unless they put the picture in a frame or a piece of paper unless they got permission to draw on walls.
