When we like someone, our pupils dilate. Our pupils also dilate in environments lack of light. Candlelight is so dark that your pupil can't help dilating, making an illusion that you are madly in love with each other. So it feels romantic.

You can always add few more candles, have a crucifix & holy water handy to scare off the ghosts. If you love each other, you should always tell the other person that there's a ghost behind him/her.

For starters, I think only paranoid people would be constantly worried about a ghost appearing behind them, and the same for what they are eating.
Candle light is considered romantic because of the atmosphere in the room with the dim lighting and being in the company of someone that you truely have feelings for. Basically, to me, it is about personal bonding and inner peace that make it the best way you can dine.
