Web based is basically a web application. It runs mostly on the server, it's database is remote, and it's UI is loaded in a browser. Yahoo is a web based application, as are many other web sites.

Web enabled is a desktop application that hosts a browser, or at least can communicate through the Internet.

web based means you run it from your internet explorer browser. Just like your on the internet.
