There are different kinds of vespa due to engine capacity: for a 50cc Vespa you should be 14 years old and you have to get a licence to guide called "patentino" which you can only use for this kind of vehicle.
For a 125 cc vespa you should be 16 years old, for 150 cc Vespa you should be 18 and yu need a licence to drive A.

After a traumatic week in Sorrento I've come to the conclusion you can have as many passengers on a Vespa and any sort of animal/animals, and be any age to drive the bloody things. They go at all speeds defining gravity, fat and thin people drive them, and the speed limit is non existent.
Therefor no one would notice how old you were. They overtake on blind bends and corners and I did not see one dented Vespa but loads of dented cars, in fact all the cars were dented or bashed in.probably by VESPA'S !!!!!

lippi's right; further details: you need a "patentino" for 50cc only if you're under 18; if you're 16 you need a license for 125cc or patentino for 50cc (o course if you have a license for 125cc, you don't need a patentino for 50cc); if you're 18 you can drive 50cc even if you don't have any kind of license to drive.
For moped you can take a passenger on board only if you're 18 and the mope is approved for this purpose.
Same rules apply to "microcar" ("quadriciclo leggero" is like moped 50cc, "quadriciclo" is like 125cc bikes)

yes you do my 14 year old nephew took his test last year to ride a wind up and go scooter..
not sure on the other laws for bigger scooters with gears..
also helmets are compulsory nowadays if caught by the carabinieri without one you will be in deep do-do...
