The arresting Dept or district court if he has gone through arraignment allready

Not sure on TN laws, but in TX, the 1st page of the report is public record. Contact the arresting agency (Police Dept. or Sheriff's Department), or the prosecuting attorney (DA or County Attorney).

Check with TN officials to see if this arrest report is public record. If not, you will probably need a subpoena.
