I think I see what your asking, so:
If you are riding on road, a rigid front fork is desirable. This is because, as you power down on the pedals, some of your power is bled off into the suspension. This is very noticable on full sussers when going up hill. It is for this reason that many mountain bike forks have lock out.
If you are racing on mountain bikes, although you want some suspension, you do not want masses. Race machines, like the Scott scale, will only have about 80mm of travel.
If you want good cross country ability, then you want more travel on your suspension. Here, the loss in power transfer can be offset by the extra ground clearance and the ability of wheels to remain in contact with the surface. Some rear suspension will have traction control, to stiffen, or lock out, so that when on road, you do not lose power.
If you are riding downhill, you want a lot of travel, since you will hit big obstacles at speed. So 5" travel is a must.
