It relates to spinning your wheels needlessly, or overcomplicating things. What it means is if the path is clear, why turn right and then turn left?

say you're traveling straight down a road, you make a right hand turn, then make a left. Why? You'd be travelling in the same direction anyway. I think it means that if you're going the right way, or down the right path, why turn unless there's something that gets in your way? (an obstacle) It would be useless.

lets say you travel from poin A to B and turn right to C and than to D and so on. without obsticle, you could just go from B to D without wasting time travel to C and than D. I think the quote means if anyone doing so meaning they are wasting times?

"a straight line is the quickest way to travel"

if you turn right and then turn left you'll be facing the same direction that you did in the first place so what's the point of moving?
