Yes. Berating anyone, either publicly or privately, shows a great lack of manners. If the relationship you have with this woman is the kind where you jokingly berate each other try to keep it to a minimum in public, it may make others uncomfortable.

If by berate you mean tell off. This situation does not depend on manners or class. A person is berated by a person who is older or in authority ie police office, teacher, parent. To berate a person who you respect and is considered of equal age, and situation, you are showing disrespect to that person as you are implying that they are not equal, mature, or smart enough to notice there mistakes. If it was intended in a joking manner weather it is bad manners or poor taste would depend on how the recipient responded.

Complete disrespect for the person be they man or woman. Class and manners don't really come into it, personality does. The richest or poorest person, doesn't matter, most of us have respect and compassion for our fellow beings but there will always be the bad apples.

Best rule of thumb. Don't ever do it because you will feel her wrath later. We female species are a catty bunch and we will tear you apart with our talons.. Seriously, if you have a beef with her, wait til you're alone.
