It depends on the specifics. Much of God's will is revealed in the Bible, if the believer is doing something contrary to the clear teachings of the Bible then he or she can be quite certain that they are not accting in a way that God approves of.
However there are some issues where the Bible is not specific, say for instance a believer wishes to get a certain job, but they are wondering if it is Gods will for them to have that job. As long as the job isn't immoral or illegal, then it might become a real issue of uncertainty, thus the believer should pray as Jesus taught believers to pray and say, "Lord I want this job, nevertheless, not my will, but THY will be done." Then they can go in, apply, and do whatever is necessary and acceptable to get the job, and if they don't get it, they can rest assured that it was not Gods will.

And just for the record, for the answer above. Once my toilet backed up and I wasn't home. My wife prayed that somehow, some way, God would help. It wasn't two minutes later that my father in law showed up. He said he just felt like stopping by, and lo and behold he had the tools to fix the toilet, he did, and no damage was done to the bathroom floor.

Every Christian is in the will of God.

The real question is how closely you manage to cooperate with that divine will.

Mat 7:16 By their fruits you shall know them. Do men gather grapes of thorns, or figs of thistles?

Mat 7:20 Wherefore by their fruits you shall know them.

The most likely way to accomplish this is to always stay fully involved on the work, worship, sacraments, and devotions of the one, true and universal church.

For starters read and try to keep the 10 commandments, read and digest things like the 23rd Psalm, John 3:16. Talk to a main denomination minister. Read the Bible (especially the New Testament) and other Christian books, etc..

I have been taught that it's harder for a believer to be in god's will than it is for a believer to be out of God's will. That's something that I believe.

What is bothering you? If you are in conflict about something you need to bring it up to him. Trust him, He will not ask you to do something that you weren't trained for, or gifted with.

By reading God's Word if you are indwelt by the Holy Spirit who guides you and lets you know right from wrong. Follow and obey the Lord with all your heart, mind and soul. If unsure, Pray and ask the Lord. If you are a true born-again Christian, you'll know if you are doing wrong.

When someting has occurred or happened and has good/bad impact to him/her and he/she does not have capability to overcome it. then the believer will know it is the God's will.The will of God can not be known before it happened.The fortune teller is only guessing by satan's assistance.In islamic teaching we are not allowed to believe the fortune teller.God made a decree fo all humans but we do not know it.So we should try to improve our fates.

By praying continuously and earnestly to know the matter, it will be revealed somehow or someway. It is a way of listening to God. Silence helps greatly but is not always necessary .

When what they are doing jives with the Bible. If you study your Bible, and do what it says, especially in the New Testament, and Pray for God's guidance, and allow God control of your life and let Him lead you you should be in the will of God. Love God with all your mind, and heart, and soul, and your neighbor as yourself.

Through prayer. God will speak to you and let you know if it's his will or not. He will is not always our will. But he gives us all a choice to either follow him or our own will.
