You have to be a graduate in whatever discipline other than fine arts(You can be B.A,B.com.B.E,Mbbs etc) to appear for the Civil Services Exams.
There are three stages in the process:
Preliminary exam- You have to choose an optional(250 marks - 100 Qs) of your liking and there is general studies paper (150 bits for 150 marks)common for all. Both the papers are of objective type and you can clear this hurdle if you score nearly 300 in total. Emphasis on your optional.
Main Exam of descriptive type which, if you scored well, will get you through to Interview which is for 250 marks. Your combined total in Mains and Interview will get you a rank which again will decide whether you can be in an IAs,ips or ifs or 40 odd other services.
Better visit a coaching center to get the full details.
Either improve your written english or write the exams in your mother tongue which has to be one of 23 recognised indian vernaculars.
Have a longterm goal and prepare accordingly. If you choose your optional carefully and prepare to get into IAS, not in the first or second attempt, but in the third or fourth, your chances of actully getting there improve significantly.
If your English is poor, you need not worry at all as language does not matter. It is your mastery over the subject that will be tested. So choose to write in your mother tongue.
Join a coaching institute and gather as much study material as possible if you are writing in vernaculars.
Do not be disappointed if you fail in the first attempt, your learning starts from there.
Nothing is beyond perseverance.

u need to become IAS officer or u became IAS officer?

certainly second one u wont be , since u doesnt know 2 ask a question properly.

if u became IAS officer u will get posting in various government organisation

Yes Its a cake walk if u are from Bihar, all u need to do is apply. Its easy if you are from Delhi and your Dad'a an IAS already its possible if you are Rich and can pay around 45 Lakhs cash. its a chance in a 1000000 u can take if you are from hyderabad. its impossible to become an IAS if u are from Bangalore even if u are as intelligent as Darwin, or Newton, As educated as P

you know you dreamt about the coveted position of INDIAN ADMINISTRATIVE SERVICE. You do good as required to be done as an IAS officer fearlessly ansd give justice to your coveted label. At any point don't be like the U.P's IAS officer "RADHE". Discharge your duties and responsibilities as laid down under rules and serve the nation as a diciplined solldier.

1. improve the administrative system from bottom to the top.
2. many activities are not in practice because of the curropt politicians.
3.land records to be updated through computerrised system.
find out the rich people and tax them
4. poor people to be given adequate care
5.maintain equality
6.have adequte right to take action against evils
