My dog is in heat right now.. but lately she has not been able to control her pee.. is this a symptom of being in heat?? or could this be an infection?

It doesn't sound quite right!
Being in heat may have caused her a cysttitis so she will want to pee all the time and it will be painfull too.
It should easily be treated with some tablets and lots of water.

Take her to the veg asap before it gets worse.

Hi,

Some dogs may need to go pee a lot when they have their heat cycle & some dogs may need to be check at the vets. How long has your female dog been in heat? How old is your female? What are you feeding? Any other dogs living with you? If this is the case that you are very worry about, I would certainly ask the vet about it. Hope it helps you.

Yes, it could be an infection. It could also be due to the hormonal issues involved with being in heat. It is a good idea to consult your vet ASAP.
