I'm not a self concious guy or anything, I don't spend lots of money on clothes or waste time on my appearance. I just feel wierd when girls stare at me and say nothing. If I talk to them or they talk to me, the awkwardness goes away, but sometimes it's hard to start conversations with complete strangers who are staring you down, you know.

I guess it all depends on the manner in which they are looking at you. Are they actually "Staring you down..." as you put it, in a deragatory way? or have you caught their attention and they intrigued by you? I think everyone feels uncomfortable to a degree when someone stares, or watches you. Maybe you should be forward in asking why they are staring at you? My guess is you'll find they will feel just as awkward because you noticed them looking.
If these girls are looking at you in a flirting manner, you should probably feel flattered and pleased that you don't need to dress up or anything to get their attention.

Stares are definitely uncomfortable. I find even too much eye contact is uncomfortable. I hate it when guys stare at me and don't speak to me, first I feel awkward and then I get really angry. I'm not self-conscious either, but when someone is full on staring at you, the natural reaction is to feel funny about it.

People feel akward whenever anyone looks at them...it's normal...And you shouldn't have to feel like in order to get the akwardness to go away you have to talk to perfect strangers...just ignore them..

I do too! i mean when guys stare at me, I start watching how I act, make sure my hair is in place and all that! And I belive that that's totally normal!
