Getting a tattoo in an un-sterile manner can put you at risk for HIV and Hepatitis. These diseases do not always show up on tests in the early stages, could be passed to a recipient through blood or transplant tissue. These restrictions are usually about a year.

If you get a tatoo from a reputable tatoo artist, who should change needles and dye containers with every single customer, then there isn't any damage to your blood. The danger comes when a tatoo artist isn't as ethical and reuses needles or dye containers, which allows the posibility of spreading blood-borne diseases such as HIV from one customer to another.

This is why you generally can't give blood for a year after getting a tatoo. But after that, if you test negative for any kind of blood disease, I don't believe there's a restriction.

But it's a good question.
