Someone asked to find a person who can translate The Document into English. I can speak that language myself, but i am not certified translator? So How Can I become a Certified translator? need go to school , exam? And State L?

There is no unified certification of translators in the US. The most known is ATA (American Translators Association) certification. And often it might be required for the documents to be translated by ATA certified translators. However, it does not offer certification to any language pairs. It's a long and complicated process to establish certification.
In addition there are certain certifications for interpreters. For example, the State of Oregon offers certification to Legal interpreters.
You should be able to find more information on ATA website.
In order for you to translate a document you do not have to a certified translator. Except situations where it says directly that the document has to be translated by ATA certified translator.
You would have to certify your translation.

Normally, if you need to translate a legal document, they will ask you to get a certified translations, but for other kinds of translations (that are not legal) anyone can do the job. To become a certified translation you might have to go the City Hall of your city and take an exam to show your skills. Maybe the American Translators Association could help you with that.
