There is no change in sensitivity to ionizing radiation as a person ages (excuse the American spelling) . What changes is the *magnitude* and *importance* of the *consequences*.

Ionizing radiation is powerful enough to tear electrons away from molecules in your body (creating ions). When this happens to your DNA, it can disrupt the normal "blueprint" for how your body is supposed to be built and work. So yes, the fetus is the most vulnerable to the impact of radiation, because it has the longest to live and its body is not yet fully formed.

The most damaging and long-term effect comes if radiation affects the cells which become sperm or eggs - then the damage can affect the next generation or many future generations. But all the at-risk individuals you mention, fetus, 5-yr old, 10-yr old, or 30-yr old, all are capable of reproducing eventually and passing radiation-induced damage or mutations to the next generation.

Foetus is more sensitive. That`s why pregnant women need special precautions.
