I would like to go door to door and offer my service of painting the house address on the curb for residents in neighborhoods. I would be donating 75% of money earned to a particular charity. What is required in order for me to do this? Do I need a permit? Would I need to write bill of sales at the homes where they receive this service since the money that they donate is tax deductible?

That is probably regulated by the city. You will have to register with the state as a charitable organization and be able to prove where the money goes to the IRS.
To tell you the truth, I'd just go door to door, and donate the procedes until somebody made me stop.
