your bird thinks its time to mate, spring is on its way. how old are you ? i hate to be the one to tell you, but it is the way nature works before our very eyes and ears for all to see...your bird is masturbating! if you are not old enough to know what that means, ask an adult that you are close to, and please don't yell at me!

Get the butt checked out before your bird starts picking at it and it ends up getting infected. Then you'll have real problems.
As far as the noises go, Cockatiels make funny noises. It's what makes them cool birds.

I just got a bird recently and have been doing a lot of reading up on them. I read that what your bird is doing, is what they do when they are in heat.

Is it a female? Maybe she is egg bound & in pain...Call an avian vet & ask them.
