A sump is a small water pump used in applications where a small amount of water builds up over long periods of time. The pump does not work until the water level builds up to a certain water level. Then, the pump turns on and pumps the water out.

At least that is how it was explained to me.

A sump, in the basement of a house is to collect water, should a water pipe break. In most of them there is a pump to pump the water out, once it reaches a certain level. In some there are the type of sumps as Mark A descibes that rely on natural drainage.

I believe, if I'm not mistaken, a sump is a depression in the ground used for collecting run-off water and is usually in a spot where the water can be easily absorbed into the ground.
