TX has one of the LARGEST National Guard divisions in the Country, the 36th Division http://www.agd.state.tx.us/36id/ In either case, I am sure that an Interstate Transfer is not only possible, but shoud be fairly easy. I see the worse case scenario being that you might have to drive to another unit if there is nothing in El Paso.

If u really want to move to Texas and become part of the TX Gaurd then U will need to see if TX has your MOS in-state, then talk to your unit and ask for an "Inter-State Transfer". Its not diffucult at all. U would also need to turn in all of your TA-50 issue. After the fact U would need to find a Unit in TX within 90 days. If not then they will re-assign your back to Hawai'i and U would have to go back there for drill.

Yes, you can change units, however the unit you want to transfer to has to have an open billet. Contact a Texas National Guard recruiter or go to GoGuard.com.

Yes, you are allowed to move to different cities or even different States, as long as your chain of command approves. Just talk to your Readiness NCO in your Armory. Let them know that you are moving and need their help finding a unit with a vacant position. In many cases, the unit doesn't even necessarily have to have a vacant position - you can be slotted as excess. If there is more than one available unit, I'd recommend asking around as to the quality of the unit and their morale before blindly getting transferred to one.

Call the unit you want to go to. Ask them if they have a slot for you. If they do, tell your current unit you are moving, and make the arrangments. It should be pretty easy. If you are in the Guard, it doesn't mean you can't ever move.

Yes, definitely. Don't know how, but definitely. Remember, the Guard is a part-time job (Iraq notwithstanding). If your full-time job transfers you to, say, San Antonio, you can transfer. Otherwise, it wouldn't be the Guard.

Yes, tell your unit that you're moving and they will transfer you to a unit in TX. I don't know about the MOS situation. But I know for sure you can transfer to another state.
