That is a really good question, even if you don't believe in either. I think God punishes you for sinning by allowing the devil to tempt you and let karma take its course. Then the question is whether you learn and try to be good, or whether you just keep doing the same bad stupid stuff.

God does not punish you, but is limited when it comes to Him being able to bless you. We reap upon ourselves what we have sown, most of the time. The devil usually has no need to make us pay. We usually mess it up ourselves before he even has to try.

Sometimes i watch all the issues on tv, walk the streets around me and listen to the way people are with one another. I ask myself will god ever forgive us for what we have done to one another and the earth, and then i look around me in more detail and i think god left this place a long time ago. So i think we suffer our own consequences.
