home made first aid solution:
crush avocado and add a couple of drops of olive oil. Mix into a smooth paste. Apply and leave on. You'll look like a scarecrow with green lips, but at least it will help.
If you don't have avocado, use any cream for dry skin (like face moisturising cream, but beware: it will HURT. The stinging occurs where the cream touches the raw skin.
It's not harmful though but you must take care that none of it goes into your mouth, because the creams are NOT edible.

also, another home made solution: mix a little bit of honey with olive oil.

OK! I HAD chapped lips, but then here is what I did and it got rid of them: 1) I took a toothbrush and scrubbed all of the dead skin off of my lips. 2) I smeared Murad Skin Soothin Lip Therapy, Neutrogena Lip Nutrition Intense Boost Lip Therapy, and Carmex all over my lips. I then went to bed and woke up with softer lips that were more hydrated. 3) That whole day I applied burts bees lip balm at least once an hour. By the next day my lips were PERFECT!

Vaseline

Vaseline is good. If you don't have any, try some Eucerin type body lotion. It's the really thick stuff with consistency like Crisco Shortening (make sure it's not scented).

Bag balm works if you've got any of that. Good luck!

I would suggest drinking more WATER. 90% of chapped lips are caused by lack of water.

Try some crisco. Or vaseline, or anything that's seems like it would moisturize.
