There are parts of all of these countries where it always rains--the Atlantic coasts of CR and Panama and parts of the Amazon. Panama is particularly wet. However, the driest months in CR and Panama are January through March and the driest months in Peru are June July and August (unfortunately if you are going to Machu Pichu and the mountains these are also the coldest months).

Costa Rica, Panama, December through May is the dry season Lima Peru, there is never any rain. In Cusco the rain season, which goes from November to March; and the dry season, which goes from April to October (Machu Pichu)

went to peru in november and there was no rain - fewer tourists as well whioch might be a bonus if you wanna do the inca trail...

june or july, I went to scotland in august and it was cold and rainy so should have went then
