If so, can you keep your rank if you are a flag officer and you change to a unrestricted line officer.

Yes, you could change your designation and keep pay-grade. All through BuPers (Bureau of Personnel)... it is of course up to the Navy and it's needs.

I went from 6321 to 6120 after I was grounded in 1997.

I have NO idea when a Flag Officer (Staff) would wish to change to URL :-? Your Career is set and done !!

yes, if you cross deck you keep your rank.. But once you hit Flag.. why bother? you'd be retiring soon anyway. Besides.. very few are allowed to cross deck after O4 anyway. you either move up in your community, or you move out.

oh, and for the record.. the vast majority of Flag Officers ARE Unrestricted Line. The Resricted Line Communites are very small, and at most might have 2 or three Flags. and the specialized communites such as Supplu, and Medical also have a veryt few i nrelation to their community size.

Most flag officers are unresticted line officers; there are very few staff corps flag officers, and those who are certainly would not want to change designators at the pinnacle of their careers. But, to answer your question, change of designator is only upon approval of the Chief of Naval Personnel, with the exception of Flag Officers, who would have to be recommended by the Chief of Naval Personnel, Chief of Naval Operations, Secretary of the Navy, and Secretary of Defense for approval by Senate.
