you cannot cross rate until you have been in your current rating for 2 years, and then only if you are going from an overmanned one to an undermanned one. as long as there is no break in service, you can keep your paygrade.. but you may not be eligible to take the advancement exams on time.. in your old rating becuase you are crossrating out, and not in your new one because you won't have had the tarining or experience to pass the exam.

As for your boyfriend's dad, he may be in a critical position and since the regulations state that any retired enlisted or officer can be recalled for their expertise at any time for the rest of their lives, they may have decided to just "stop loss" him to save the trouble. As for your boyfriend, he will only be retained or put on "stop loss" if he too is in a very critical position. Being that he hasn't even been in for 4 years yet, I doubt very seriously that he has obtained any expertise that can't be replaced within a reasonable amount of time. Good Luck!
