The growing use and advancements of satellites has made spy planes somewhat obsolete. More research and development is being put into weapons systems rather than aircraft top speed. The next generation of supersonic aircraft will likely be unmanned and might have a different propulsion system.
(maybe look up Aurora)

It appears that the SR-71 will never be replaced with a more capable aircraft that could match let alone exceed it's incredible capabilities. The actual requirements that it was used for[high speed photo reconnaissance] have largely been replaced by satellites, unmanned surveillance aircraft, and the old standby [the SR-71's predecessor] the Lockheed U-2].

Pretty much satellites have replaced the SR-71, and eliminated any replacement for it.

Already is. The X-34 NASA's HYPER-sonic test bed.
As to another Spy plane that can do what the Blackbird did. We don't know, and given the current US thoughts on manned Aircraft I don't know that there will be one.

There are rumors of a plane called the Aurora. Facts are hard to come by but rumor has it with some pretty incredible performance.
