The reason he's scratching the wall and meowing at it is because he's trying to tell you something. If it's above the food or water bowl, there's something about it he doesn't like. If it's the litter box, it rather needs to be cleaned or a diferent litter is needed. And about the attention problem, it's probably just his breed. Some breeds just aren't lovey. Look up his breed if you know it and see if they say anything.

A cats personality all develops when a kitten. The more they are handled as a kitten, the more of a people person cat they will be. The less attention they get, the less they will want from humans once they become adult cats.

The meowing and scratching could be 2 things. 1. he is getting to that age or time and he's wanting "some action". Time to snip him at the vet. 2. you have bugs or mice in the walls and the cat hears them and wants them.

A cat can hear a roach at 20 ft that is inside a wall. Its why sometimes you'll see a cat just frozen and staring say at the ceiling or something. They hear something. Best radar on the planet almost....just watch those ears and they will tell you what is going on. If they are moving separately, they are tracking sounds.

Your life is being severely disrupted by this, and chances are the cat is far from happy itself so don't hesitate in contacting the authorities and depending on your judgement, the RSPCA. Just in case this ends up going down the legal route, it may well be a good idea to keep a diary of all incidents. You may have to pursue some sort of "cease and desist" type order through the courts if your neighbour isn't compliant. Before any of this though, it wouldn't hurt to give your neighbour a knock and see how the land lies - just because they haven't been sociable doesn't mean that they will be difficult to deal with. And if all else fails, buy some catnip, throw it to the far side of your neighbour's garden and let the people on the opposite side deal with it! j/k Best of luck.

Is he fixed? If not get it done...male or female they have to have it done for peace. Cats are a little standoffish, was it an oputside cat? It may take a little while if it was and it has to be fixed. Hope you have no mice in the walls, last choice I think it's the fixing and maybe the want to be out. Just play, using cat toys..they like to chase things like string or chace small balls. They also like company, maybe another cat that is already fixed. this could help. good luck. Make a shelf or a stair or even a cardboard box just for fun, after you get him fixed, he'll be a different cat.

some cats have a natural "wildness" and only! accept attention on their terms. as for the keen interest in the walls, he could be smelling/hearing 'roaches or rodents & is trying to get at them.

is he a unaltered male, they can sometimes be just loners, better suited for outside. he might smell a female and just wants out
