The Melo Report to the UN stressed that military commanders haves allowed and tolerated the killings. The report stressed a "sanctioned policy in the Armed Forces or in the civilian government" to undertake extra-judicial killings.

It may sound to be a sweeping conclusion, but isn't it that the Melo's coclusion of the killings reflects the sentiments of the masses?

Well, the Philippine government just passed and approved the controversial "Anti-Terrorism Bill". There's nothing wrong with the bill itself, only if it will be enforced by the government in all truth and honesty. But what worries ordinary citizens is that it may serve as a "blank check" for the military to abuse and arrest just about anybody. The Philippine military is now freely sanctioned to make arbitrary arrests under the guise of "war on terror" as its cover. The Philippine military has its long history of corruption and fabrication of evidences against any individual, human-rights abuses, torture, and extra-judicial killings. The United Nations report is very well true. The Philippine government may well give promises to investigate the matter in order to placate the international community. But I'm sure that nothing comes out of it. The matter will simply come to pass and die-down, until it will be forgotten in the international and public consciousness, with the government doing nothing to punish the guilty.

The Marcos-era type of dictatorship is back again. This time, Gloria Arroyo is at the helm with the full support of Big Brother George W Bush, the biggest terrorist and war-lord of them all.

i say congratulations to the melo report for finally stating and telling the truth
of course the military commanders had for so long allowed and tolerated the killings, especially jovito palparan, i am just a student and still studying, but the evidence stares at you in the face, how could president arroyo order people to kill , its not even a matter of whether they are guilty or not, if those people they have murdered are innocent or not, the point is why do they not value life and humanity, why are they doing this just to remain in power,
can they sleep very well everynight thinking they killed someone elses wife, a child's parent, a mothers son, even the military under the order of palparan, kill innocent kids,and student activists,
i would not even forgive them if they will say that they have nothing to do with this!!!!
