My kids each have their own small laundry hamper in their bedroom closets. Start keeping all your clothes, especially your underwear in your own room and hopefully that will solve the problem. But still, count your underwear and if you find any missing, confront him about it and tell him you are going to tell the mom if he doesn't stop immediately.

Talk to your brother. He's using your clothing because he has access to it. It has nothing to do with you personally. It's like guys who are aroused by lingerie catalogs.
BUT, he should know that you are aware of what he is doing. He may think that no one else notices it. Let him know that he needs to be more discreet, because while it's embarrassing to talk about it with you - he's at risk for your mom or dad noticing, too.
If he refused to stop this behavior, then you will have to talk to your parents. Let him know that it would be very rude of him to continue this practice once you've asked him to stop.

umm... first talk 2 ur brother... be straight forward and i know itz embarassing and if he lies just tell him that u r goin 2 talk 2 ur parents...soo just try 2 resolve the issue wid him... if ur brother is in his teens then itz just curosity about the other sex and the person is exploring his "sexuality"... i hope he gets over it but do talk 2 him first 'coz it would be really embarassing for him... and then u never know wat he thinks of doing next.. soo just try talking 2 him or u can just wait and see.... if he stops..

wash them with good detergent...maybe twice...probaly a fairly normal thing...silk panties i assume?you could sell them on ebay before he gets to them and go without
