Comments on a person's personal appearance are not considered appropriate in the workplace - even if you are both of the same gender - and especially if one is in a position of authority. One must take care not to cross personal boundaries - especially in the US because of sexual harassment laws. Basically the law says that sexual harassment is "anything that is considered unwelcome by the other person" - and because you may not know what that person will consider unwelcome it is best to keep such opinions to yourself. I know - you're just wanting to compliment her but it puts forth a sexual message (that you even noticed) and unless you are a close friend of this person then you don't want to do that. Employers are required to train their supervisors in sexual harassment guidelines and that sort of comment is considered tabu.

That's probably safe to say.

It really depends on the intent with which you say
it. If it is an observation of no weight, go ahead.

If you're trying to get into her pants, then try to
keep it unrelated to work. People date each
other from the same company all the time, but
you need to keep it out of a harrassment scenario.

I think it would be nice to compliment her. She sounds like she puts a lot of thought into what she's wearing and would appreciate being noticed for it. Say something like: "That's a nice outfit you're wearing", rather than "That outfit looks good on you", the latter may be a little too personal.

You sound like a thoughtful guy. I hope she receives your compliment well.

I think that is perfectly nice. It's a shame some of the bad guys have made it hard for the nice guys to give an actual compliment. (everybody likes those) and you'll probably make her day!

If it is said in a polite fashion, why not? Just be careful with your words it can be misconstrued as harrassment.
