The main reason is political.
Believe it or not, in Britain they are more anti-Iraqi war than the USA by a long shot. Blair realizes if there is any hope for his party to have any seats in the next parliament, he has to get out of Iraq now.

Because G W Bush is drafting a secret plan for the invasion of Iran, and he asked Blair for U.K.'s commitment for this plan. Blair, realizing that Bush is just using him for Bush's secret agenda was pissed off. Blair came to his senses in realizing that the current war in Iraq and a future war with Iran is the end of the line for him, the last straw that isolated him in the British parliament, and the cause of his worst approval ratings since he became Prime Minister ten years ago. This time he made the decision to do the right thing. And so he announced the pull-out of the British troops from Iraq. Blair is making it clear that if there will be war between the U.S. and Iran soon, he doesn't want to have any part in it.

Tony Blair is NOT withdrawing his army from Iraq!!!!!!!!!!!!!! Tony Blair is down-sizing the total number of British forces within Iraq since the Iraqi Army has been able to take over operations successfully in that area. That is it. That is all. Just according to plan. Thank-you Mr. President Bush. We will do the same as the Iraqis continue to gain footholds in this war.

Not all British troops were withdrawn, the number was only reduced. In fact Prince Harry and his regiment are scheduled to go to Iraq in a couple months. The Idea is to start turning parts of Iraq over to Iraqi units.

In the Southern part of Iraq where the British troops were stationed, they felt that it had been secured enough for them to leave. Only places where Americans are suck, most notably Baghdad. It's only because the sectarian lines are drawn in Baghdad, whereas Southern Iraq was more one sided.
