You could try a sure solution, from years ago.
You take a piece of white bread (no crust) dip it in milk,squeeze out some. and apply to your toe where the blister is. Wrap it up ,put a sock over it. Leave it on overnight, it will break the blister and next morning clean the toe and apply neosporin or bacitracin.

Discontinue wearing those boots for a while, maybe they aren't good for you at all. But for now take some oientment and a band-aid and stick it on the blister, change daily, and take it off at night, wear a regular band-aid (where it blistered) if you wear those shoes again.

Hello AJ, you can either pop it and put a bandage on it , or let the water that has built up in it to be absorbed back into your skin. Either way it will take about a week for it to heal. Good Luck Sunshine

Pop it with a sterilized needle. I usually just use a match to sterilize the tip of the needl and then pop the blister while the needle is still warm.
It always works for me, goes away quicker than if I don't
