Considering your hubby has had this for years, I would want to know several things first:is it just his derrier that the chapping is or near scrotum, penis as well? Does it itch, have any small bumps? does he smoke? Does his family have a history of diabetes? What sort of detergent do you use?
This could be fungus, eczema, allergies... I'll go through each and see if one of them 'hits' your hubby.
First off, if he does smoke and has family history of diabetes; I'd suggest he make an appointment to see a doctor and check for uticaria. The fact he's had this for years makes me think perhaps this is an allergy and first line to look at is detergents. Just get the kind that has no additives, for babies, etc. For the time being however I can only imagine how miserable he is. Get a change in types of briefs he wears, the cotton boxer-briefs, do not get him or let him wear the 'tighty-witey's' or boxers. But truly the best thing to get for him is pantyhose, and get the silky ones. No one is going to know, I promise. Get some that will fit well around the waist and inner thigh, last thing we need is more irritation in those areas. You will need to consider utilizing a different type of ointment for relief, a A&D, GET OINTMENT!
My first thought is fungus. And it's not hard to treat chloratrimazole tablets are first line defense. If you feel that for some reason you can't afford a doc right now Consider getting applying Lotrisone Cream once daily and bathing with a Sastid soap. You may also consider betadine. If it's eczema, you will need to see a specialist (in dermatology) to assist you quicker, and better one on one. Now, allergies. Like I said earlier take a look see at the detergents used that is first line.
I realize that this is very abbreviated and for that I apologize but it could be one of many things. Do all the first line defenses. If these things do not work, then see a dermatologist.

This is a problem for some farmers and miners also...here are a few solutions that have always worked here in the country: 1) Udder Ointment You can get this at farming supply stores, this will go on and feel like petroleum jelly, but is specifically made for cracked and chapped udders on cattle and is very effective on any type of chapped human skin as well 2) Black salve. Also sold at farming supply stores. Do Not use if skin has already cracked...it will burn. 3) Medicated burn cream, this will help to treat the area if the skin has cracked with antibiotic as well as provide moisture for the chapped area. If not cracked, go straight for the udder ointment first. If you have'nt already buy him a gell filled "hunting"cushion to provide some cusshion for him as well.

Here are a couple of things to try (no, I'm not kidding)
1) Super dooper diaper doo (not your ordinary diaper rash cream). It works wonders.
2) Have your husband wear panty hose to work. Many ranchers wear them to prevent chapping in the saddle. I bet it works for him too.

I have told this to many people on here, I used to drill water wells with my uncle up north and my face,hands and arms were always dry and chapped, get yourself an Aloe plant, take one part of the plant split in half longways,apply the juices of the plant on the affected area and let dry. It will take a few applications but he will notice the difference. Good luck. It is also good for burns cuts and many other problems.

I have a male friend that gets something like that and he uses vagisil cream, he swears by it. In the summer time he always asks me to get him some all it is is the sweat causes gaulding which in turn is like our yeast infections. I AM SERIOUS.

Have you tried Uremol. It is a cream, very good I might add. Just ask the pharmacist. He will know what it is. Costs about 10.00 a bottle

Have you tried a&d ointment? or you can try Lansinoh brand lanolin, it is actually used for breastfeeding mothers but it is a great skin protector! Good Luck
