Tips for elderly who complains of thin air but insist on living in the 33th floor cuz of amenities&view?

no budget to pay for aircon/centralized air flow.. also complains of thin dry air...please advice cuz no budget to move to another place

Move to a lower floor. If they refuse to move lower, then let them suffer.
