Unless Indiana has different laws than the neighboring states, you can get a copy of it if you were either her next of kin or the executor of her estate. They don't know who the NOK is today and if you call and tell them that it's who you are, then I doubt they'll ask for proof that everyone else is gone. They'll just ask for proof that you are who you claim to be.

How hard it must be for all of you.
There is an alternative means. I assume you must know the mortuary that handled the services. They should have a copy of the death cert itself. Many states require certain persons only (spouse/parents) can get it via the state, but morticians have always been of help to me in my research. Admittedly, the ones I have needed, have not been "recent" files. Cause of death will be shown on the certificate, and most will be explanatory (or can be researched, if something like an illness that you don't understand).
Obviously this won't be as detailed, but sometimes the details are hard to cope with. Maybe this is a compromise. I certainly hope that answers for you is a way for finding some healing.

I pray you and your family are given all the grace you need to get through all the things that arise in missing your sister. When my dad died I had a lot of guilt over a lot of mean things I had done and/or said, but God blessed me with only holding onto 2 wonderful memories and getting rid of all those regrets...what a blessing. We can always choose to change a bad thought to a good one; isn't God great!
I am not sure if your father is trying to spare you from any more pain (father's are like that ya know), but if you truly think it will help you and your family, then you might want to check with Legal-Aid, but if the answer could in any way cause more pain to you or to anyone, you might just want to let it go.
Only let thoughts that bless dwell in your mind,
Sista C
