What a question. Maybe its a force of habit or possible mites. You just never know what you encounter on here but you made me laugh.

Usually they do that cause their anal glands located at 10 and 2 on either side of the anus are full and or impacted and need to be expressed and they are trying to do that, they will also drag their butts on the floor to do this as well, or they might have one flea on them you don't see and they have a flea allergy, it only takes one flea bite to start them itching, and the butt is always the area they chew when it's allergies. Your vet or groomer can check the anal glands for you and express them. Watch out it smells like dead shrimp and is really gross so stand back!

'cuz they itch... and just because you havent seen a flea, that doesn't mean they don't have fleas. You won't see them if there is only a few, and a dog that's sensitive to fleas can itch for weeks from a single flea bite.

The dog might have dry skin. Check to see if there is any dandriff on it's skin. It might be dry skin or your not getting all the shampoo out of it's hair. Also it could be allergic to something.

dogs can have sensitive and dry skin just like humans, you can but some oil or even a raw egg on their food. They will love it and its a cheap way to give them clear skin and a nice looking coat.
