Get it from your Civil Registry, the government office where all records of births, deaths, and marriages are filed.

They will conduct a search for marriage records for both of you, and if the search yields no result, they will certify that there are no records of previous marriages for you, or that you have never been previously married. If there have been prior marriages, they will certify when they were dissolved and how.

It is probably a statutory declaration. You will state that you have never been married, and it is signed by a justice of the peace.
Im not sure why you would not be allowed to have never been married before though, what if you were a widow? Are you sure they mean that you arent currently married to anyone else?

I know it'll be slightly less magical but do the legal marriage in the states and have the ceremony in the other countries. Other countries have strange legal proceedings. But if you insist, ask a lawyer, just remember it's all going to be a huge hassle for a tiny little thing that shouldn't affect your special day.

Are you sure it's not just a document stating that neither are you are currently married? I've never heard of such a thing.

A Baptism or Christening certificate will usually work. That's what I needed to use to prove I had never been married before I took my Pre-Cana classes.
