What you are likely see fly from the rear of the car as the drivers exit pit lane is fuel from the overflow valve. The fuel tank has a vent to allow the fuel to enter quickly during a pit stop. The only way the fuel man can tell when the tank is full is when he sees fuel start to spill out of this overflow. As the car accelerates down pit lane, the motion causes this to be quite obvious.

If you are talking about at the rear of the car near the fuel tank it is a quick shot of water. You have a catch can in the rear as well and you will get over spill of fuel from the exit of the fuel can and thats what they are rinsing off. Tell you the truth I dont think I have ever seen them shoot anything in the front, and dont know if that would even be legal as its an additive. But you can look all that good stuff up at Jayski.com

Nothing should be. You might be thinking of a stalled car having starting fluid sprayed into the air entrance of the carburetor to help get it started. Any water sprayed on them would make them lose traction, so that wouldn't be it. It might be a fire retardant so spilled fuel don't catch fire.

Well there is water to cool it,or a started fluid to fire it up.Sometimes as they leave the pits you see a "spray or splash of gas".And in the "old days" a crew member used an aresol can of window cleaner.

I think this guy is thinking of IRL where the do spray water after putting in fuel cuz you can not see there fuel burn so they shoot water on it to make sure nothing is burning
