I don't know how much you're hoping to spend, but you could buy flowers in bulk online through a wholesaler and do handtied bouquets. I know it's scary but I've had friends that got them online and they were beautiful! Even better quality that local florists IMO. Shop around. I found a florist that did my flowers, bridesmaids bouquets, corsages and boutineers (alot of family from out of town) for $160.00. I picked flowers that were in season and fairly inexpensive. My bouquets were not very big, but lots of roses. My florist was in a grocery store, just rented out space, low overhead. If you know some one who can help put bouquets together, check our the wholesalers in the area.
In the church, I went VERY simple. Lots of Candles, not flowers.
Made the pew bows myself( white ribbon, tie into bow, then take inexpensinve silk flower taper candle ring, and tie into the middle- beautiful)
Same for the reception. Lots of candles. The main table centerpiece was silk. If you buy ahead of time, you may hit the clearance sales like I did. If you are doing very elaboate centerpieces with lots of flowers, cut that from the budget. No one remembers the centerpieces, and candles make it very romantic.
I do like the single rose idea too. Just tie with some beautiful ribbon, very simple and classic.
Fans would be ok, depending on the look of your wedding, but I like the rose idea the best if you are truly strapped.

Try a big grocery store with a flower department or a local farmers market. They will probably be the most likely to give you a bulk deal and have more variety. My sister is going to buy her flowers from the grocery store and do her own bouquets, it's much cheaper that way because they only charge a few cents a bloom, and it's a pretty big "super-store" type store, so they have a big selection.

I know there is a bog stigma, but if you can get over it go to your local grocery store's florist. They, in most cases, can do the exact same work as a forist shop without the big price tags.
Honestly, for my BF's bachelorette, I got her a little tussie mussie of white roses hand tied and wrapped all the way up the stems with a blue ribbon and pearl pins. It was $12.

Consider having your bridesmaid hold a single rose with a bow. Cheap and easy. Just get a dozen roses and tie a bow around each one. You can take care of up to twelve that way. Just be sure to remove the thorns.

No, but I think for descent looking fans you mind as well pay for bouquets... They don't have to be huge... For my cousins wedding, my mother and I did the bouquets.... We bought the flowers with a wholesaler, researched how to make the bouquets and bought beautiful ribbons to tie them with..... got some great ideas from Martha Stewart at the time...

my mom had fans with a small flower arrangement attached to them 25 years ago, I can't seem to get past that it was so long ago that it was done, so I wouldn't advise it, what about candles? you can do them in like a hurrican globe so you don't have to worry about wax dripping or anything and put some nice silk greenery and ribbons in your colors on them to dress them up, very inexpensive and it would be pretty, I saw it done last december and really liked it!

a fan with a bow or ribbons are BEAUTIFUL !!!! or you could buy your own flowers (silk , fake) at any store and have a party for all your friends to help make the arrangments....... or you could go with dried stuff with just a few real or silk... there are lots of ways to have the -do it urself- wedding.... there are magazines galore out there....... i bought my flowers on ebay (artificial)i am still 6 months from the wedding, and i am doing them myself, a little at a time. this way i can afford to get exactly what i want , and it really is much easier than you might think

Take one long stem rose color of your choice decorate with a nice ribbon...this is very in right now and a money saver!
