what language is this and what does it mean?

actually it doesnt mean that, i found it out, it mean alas! our fleeting years pass away

It really comes out like:

Alas! The fleeting years are passing.

The 'our' part of what you have in not in the Latin. Latin had a habit of omitting some words that could be inferred by context, and that may be the case here. To translate literally with 'our', the Latin word 'nostri' would have to be in the sentence.

Yes, you got the meaning.
My translation is similar to yours, but I like mine better:
