It is normal to have mixed emotions over people. Try spending time with him and you might get to know him more. If you really don't want to do that just simply tell him that you arnt ready for a relationship right now but you two could hang out sometime or something like that.

First of all, you shouldn't force yourself into liking him. If you don't like him, then you don't like him. There's no such thing as not knowing if you like someone. it just has to be there. Do not settle for someone who you "could" like. Go for the one that you actually do like.
