you can buy enzyme odor/spot remover from pet stores that you could soak the floor with. vinegar is also good to break -down/neutralize urine odors. baking soda can help. check with the pet store to see what they have. probably several options.

I've had great success with a product called FON - Feline Odor Neutralizer. It worked to get the smell out of a favorite leather jacket! It may take a couple of applications.
Nature's Miracle also does a good job.
Both can be found on-line or in pet stores.

On wood floors I've used lots and lots of murphys oil soap - leaves a great scent and rids the nasty odors.

Try Odoban and if that doesn't work nothing will, you will need to rip up the floor and get new wood.
