The most common term is the MC or master of ceremonies.

I would think that the title you are searching for is a chief-of-protocol or some other such title. Protocol being the study of ceremonies, customs and etiquette. You will find that most Government agencies(especially those who interact with or are located in foreign countries) will have a protocol specialist who's job it is to learn and put into place the appropriate ceremonies and matters of social etiquette.
