ok there is this boy that i really like and he asked me out, but i didn't know if i should say yes or no, so anyways before i got to tell him my answer he moved, should i call him and tell him how i feel

First of all, YOU like the guy! So shouldn't you be happy to be asked out by someone you admired? Many girls dreamt of having that special someone to just ask them out.
Secondly, it is JUST a date. Not a marriage proposal or anything...you should take this opportunity to get to know him better. Find out if he is the right one for you...if both of you have a common interest. At least after going out on the date with him, you can reassess if you still like him. If you don't, then you get to move on.
The beauty of this opportunity is that you are getting to know the guy better. And who knows, it might be the start of something beautiful...even if he doesn't have a crush on you yet...he might develop some feelings for you somewhere after the date...who knows.
Note : Do not confess your feelings on your first date! You might just scare him.

If he's in town where you live, yes call him and tell him how you feel, and if he moved out of state still tell him how you felt. There's no harm in letting him know.
