If you have zero income of any kind - wages, interest, dividends, etc. - you don't need to file.

If you had no income, there's no need to file anything. If you paid for phone service that included long distance service at any time between 2003 and August of 2006, you can claim a $30 rebate of phone excise tax.

You don't need to file, but consider filing anyway as IRS is giving that phone excise tax credit. It may be worth getting the $30 back....
