Nice question! TO tell you the truth, there's this stupid guy, CHris, who stalks me all the bloody time! He's not an ex- but close enough, Ignore him, or, tell him the bloody truth! Say you're not interested in talking to him, state your true feelings...In other words, make him understand what hes doing to you!

you could always kill him... buuut that might get you in trouble. :]
sit him down
and tell him how you feel about him, tell him you want him out of your life and he shouldnt be talking to you.
be direct, it might hurt his feelings but im sure hell leave you alone
