First "spies" can be in a dozen different departmetns, and of course there are not "spies" in the US since it is not legal to spy in the US, The FBI and other groups have undercover officers.

And the CIA is just that, CIA and the Secret Service is part of the Justice dept, they arenot over one or the other, they are seperate groups not related to each other.

No - the CIA doesn't have jurisdiction over the Secret Service. They are two seperate agencies with 2 seperate agendas. The Secret Service was primarily formed to discover/arrest counterfeiters during/after the Civil War (which is something they still do) and they are charged with dignitary protection of the President, Vice-President, former Presidents, and those people running for President. The CIA collects intelligence both @ home and abroad to combat terrorism and protect U.S. interests.

Spies don't really belong to either, kinda both and yes the CIA is over the Secret service and FBI

No they are separate agencies... spies can belong to a lot of different organizations including corporations, but if you are talking about the government, the CIA

They're completely separate, neither has power over the other. Spies would be in the CIA, they handle foreign intelligence. FBI could have spies i suppose, but they handle domestic intelligence. There's also the NSA.

They're separate entities. Spies can belong to the CIA, but are not limited to that.

"spies" exist within all branches of law enforcement from your run of the mill local police(for instance a plain clothes officer), to the FBI, to the CIA, etc. The only corollory is who they are spying upon.
