Flight to Europe can be as cheap as $300 off peak, so you aren't going to find cheaper on a boat unless you are a stowaway.

There are very few cruise ships that transit the Atlantic. There is one from NY to England, but it costs cruise ship prices (which are pretty expensive).

You can look into working your way over on a freighter, but that often requires some union experience before you end up on a trip (with stops in Pago Pago and Africa and Diego Garcia probably before you get to Europe :-)

Seriously--you can get a very very cheap fare to Europe--often cheaper than flying across the US.

The only scheduled Trans-Atlantic sailings are operated by Cunard onboard the Queen Mary 2. Most sailings are between New York and Southampton. Transit time is 6 days.

It will usually cost more than flying coach, however Cunard includes one way trans-Atlantic airfare with your cruise fare. Fares run around $1,000 to $1,200 for an inside cabin. It's possible to find fares for under $1,000 every so often.

Other lines do offer Trans-Atlantic sailings, however they are repositioning cruises, offered when a ship moves from the US to Europe or vice versa. Prices are comparable to a Cunard Trans-Atlantic and itineraries are typically 10 to 15 days with several stops enroute. Departure and arrival ports will also vary. Airfare is always extra on these sailings....

It is cheapest to fly, normally NY to London in my experience. If you can't afford to fly, don't go, Western Europe is much more expensive than the US.

Booking six-eight months in advance and flying an unpopular time of year makes it much cheaper.

Once in Europe you can fly anywhere from $0.01 with ryanair.com.
