This is the web site for ordering personalized plates in CA (https://vrir.dmv.ca.gov/ipp/PerLicensePlateServlet). There is a place where you can check if the personalization you want is available. Fees for plates vary based on what kind of plate it is. They run anywhere from $41 for the basic one up to $90 for the special ones like Yosemite or the whale tail. The annual renewal fees vary too with the most expensive ones being more expensive to renew each year (kind of obvious).

You can go the the state of California's website for licensing. It will show you how to see if the plate you would like is already taken or if it would not be accepted for various reasons. You can try out different words and configureations. The cost to get the plates and their annual renewal fee will be there also.

Looks like you can order it online. The cost for the plate is $41 plus an annual $30 fee.

Pick the style of plate you want, then you'll be taken to a form to enter the custom words.
