They cannot. You must be 18 years of age to work at the CIA, for any position.

well.. knowing that you hafta have a clean record, a high school diploma, a bachelors degree in college, atleast ..i think.. 5-10 years local + state police experience, an outstanding record working for the FBI, specific training + schooling on specific subjects, AND years of intensive field or pyschological CIA training...

... i doubt he could...
